Where this goes
This message is sent via Telegram to all five Ward 115 community groups — 115JUKSKEI, 115CRAIGAVON, 115CEDAR2, 115BLOUBOS, 115FOURWAYS — roughly 6,000 residents. Not WhatsApp. There is no way from this page to reach only service providers or only your Escalation Contacts list, and no way to target a single group.
Broadcast is currently unavailable. The list of active Telegram groups it sends to is not populated, so sending would silently fail. This is being fixed separately — it is not a copy or UI issue.
